The editor of Secr Waterford1 suggests this word may be related to the form pamel attested in the FEW (pamula 7,517a) meaning ‘kleine Palme, Gerste'. DuCange sub pamola notes a Romance derivation (‘Fumenti genus, hordeum, vulgo Pamoule, Provincialibus Paumoulle. Pamel hordeum vocant etiamnum Picardi.’) and sub paumela notes the expression ‘pannus de paumela’.
