The FEW notes the Old Flemish form pakal (pak 16,612b) ‘ballot (d’etoffe)’, attested from 1334 which may be related. The OED suggests it is an alteration of packet but is unsure of the nature of the ending and notes the similar Middle Dutch form packeel.
